The scheme of constructing permanent houses for the homeless was introduced by the late Chief Minister Kalaignar in 1975. Subsequently, the 'Artist's Home Scheme' was introduced to achieve the goal of a slum-free state in 2010.
The objective of this scheme is to convert rural areas into huts and build permanent concrete houses that are safe for all. According to a recent survey, nearly 8 lakh slum dwellers are living in rural areas.
In order to achieve the goal of slum free Tamil Nadu, it is proposed to construct 8 lakh concrete houses in rural areas of Tamil Nadu by 2030. In the first phase, guidelines have been issued for construction of one lakh houses at a cost of Rupees - 3.5 lakh each during period year 2024 - 2025.
The selected beneficiaries who do not have their own house sites will be given free house sites and the money for construction of houses will be directly credited to their bank accounts.
Not only this, the government had already announced that the beneficiaries who want to spend more than the project cost, can take it as a loan from the cooperative banks.
In this regard, the Tamil Nadu Government issued a Gazette Notification.
The Government of Tamil Nadu has issued guidelines for construction of one lakh new houses at an estimated cost of Rs.3,100 crore under Kalaignar Dream Home Scheme.

Eligible beneficiaries
Below 2.5 lakhs earning and without house can eligibility
Only those who have their own land and patta are eligible to build a house there,
Ineligible beneficiaries
People living in rented houses,
For commercial purpose, huts used for sale are defined as ineligible,
Cottage houses, where part of the cottage is laid on concrete, tile, asbestos, metal-plated roofs, are ineligible,
Government servants and local government employees are also considered ineligible even if they live in slum dwellings,
House structure rules & regulations
A sum of Rs. 3 lakh 50 thousand has been earmarked for the construction of 360 square feet house. Free toilet construction of Rs 12,000 has also given by same scheme and eligible for this also and you can apply toilet construction work also and mention the application
