It was decided to hold the conference on the 23rd of this month, which had already been decided, as it would require certain days to implement the conditions set by the police. The date was postponed because it was difficult to hold the conference on that date. Later, the Tamilaga Vetri kazhagam party's ( தமிழக வெற்றிக் கழகம் ) leader Vijay had officially announced that the first Maanaadu of the ( தமிழக வெற்றிக் கழகம் ) (TVK) would be held on October 27 at Vikravandi V Road. Party general secretary N.K. The letter was handed over to Additional Superintendent of Police Thirumal at the office of Villupuram Superintendent of Police by Anand and party functionaries. The police, who examined the letter, were asked to relax some of the 33 conditions already set for holding the conference.

Accordingly, Vikravandi Deputy Superintendent of Police Nandakumar has given permission to hold the conference on October 27. Out of the 33 conditions, 17 conditions have to be fulfilled.
Traffic should not be disrupted on the day of the conference. Vehicles should Park in designated parking areas. Two wheeler or cars kind of vehicles shouldn't be left parked on the roadside. For Pregnant women and the elderly should be provided with [ safe seating facilities, ambulances with medical facilities, fire engines, and parking at the conference venue ].tvk.family
Food, water and toilet facilities should be provided. Banners and arches should not obstruct traffic on national highways. Barricades should have been put up on the routes through which key leader Vijay could have come to the conference.
He said that 17 conditions must be strictly adhered to, including the installation of LED screens, CCTV surveillance cameras and the closure of open wells at the venue.

On Friday ( 20-09-2024 ) , actor Vijay officially announced that the first state conference of the Tamilaga Vetri kazhagam will be held on October 27 next month. Accordingly, Vikravandi DSP Nandakumar has given permission to hold the conference on the 27th. Out of the 33 conditions given by police for this permit, 17 conditions should must be followed .
The 17 conditions stated in the report for holding the conference were :
1). A model map showing the State Stage, Vehicle Colours, Routes and National Highways is attached to this letter.tvk.family
2). A large number of people from various parts of the country, including the southern districts, have been asked to reach the venue by 4 pm.
3). The third question was answered.
4). We assure that the police will extend full cooperation in taking appropriate security measures keeping in view the safety of all the public attending the conference.
5). The number of district representatives and people who will bring volunteers to the conference will be informed two days in advance and the public from neighbouring states, including Tamil Nadu, are expected to arrange the necessary transport facilities on their own and make the conference special by public transport, including rail and bus.
6). Safe drinking water and food have been arranged at the convention venue keeping in mind the welfare and safety of the public.
7). We hope that the public from neighbouring states including Tamil Nadu will come to the conference by arranging the necessary vehicle facilities on their own and by using the normal and public transport including train and bus. Therefore, full cooperation will be given to make adequate transport arrangements for the normal transportation of the conference visitors and the general public.
8). An alternative place for parking vehicles coming from the northern districts will be chosen soon and they will be informed.
9). For the general public's safety and well-being of all sections of the public, including women especially pregnant women, differently abled and the elderly, parking in the convention venue area will cause inconvenience to all.
10). Static barricades will be erected on all four sides of the venue to prevent the public from approaching the venue from the north side and to ensure proper barricading around on the north side.
11). Children or kids shouldn't come for this Tamilaga Vetri kazhagam party's first conference meeting . Separate seating arrangements will be made for pregnant women and senior citizens and separate and adequate number of toilets will be constructed.tvk.family
12). A separate corridor with barricades will be set up so that the public is not disturbed so that our party president can reach the stage of the ceremony.
13). Static barricades will be erected on all four sides of the venue. Adequate barricades will be erected on the Chennai-Tiruchi railway track on the upper side of the venue to prevent the public from entering the venue.
14). Open agricultural wells in and around the convention venue will be identified and documented to set up suitable barricades to prevent accidents.
15). Precautionary measures will be documented with the guidance and cooperation of the Power Board.
16). Appropriate barricades will be placed on both sides of the road to make it easier for the general public to travel from the parking area to the conference venue and to get there by public transportation.
17). The orders of the police will be strictly adhered to with special attention with full cooperation in view of the normal traffic safety and welfare of the public.
